Here I will try partly provide information about the reason of it.

The windows of the Maiden Tower in Baku are narrow, predominantly found on the upper levels to act as a potential observatory. Nine of them facing the Caspian Sea (Apsheron Peninsula). These windows are placed to catch sunlights, specifically during the winter solstice, on December 21–22. They are primarily known for their precise alignment for sunclocks, with the sun's rays entering the central window at dawn, on the winter solstice on the same dates: 21-22 December. They are not present on the lower levels of Maiden Tower, and this adds to this mysterious and solid appearance.
